Yes. As a result of the Covid-19 outbreak, the Township has adopted Resolution 2021-10 that changes the due date of the 2020 Final/2021 Estimated Business Tax Return from May 1, 2021 to June 1, 2021. If you file and pay the return in full by the new June 1st due date, the Township will not impose any penalty or interest charges on the filing.
No. Effective with Resolution 2021-21 adopted July 14, 2021, PPP loans received in 2020 or 2021 that are subsequently forgiven in 2020 or 2021 will not be included in the computation of the gross receipts tax. All other cash, credits or property that are received, allocable or attributable to a business are considered gross receipts pursuant to Section 310-2(A) of the Code, which would include the grants and other pandemic assistance unless specifically excluded pursuant to another provision of the Township Code, Pennsylvania Act 511, or precedent case law.

For tax years beginning 1/1/2020, you may contact H.A. Berkheimer to secure an LST account. For tax years ending 12/31/2019, the Township does not have a Local Services Tax (LST). For years 2019 and prior, the Township ’s Business Tax Office continues to collect the $10 Occupational Privilege Tax, which is a single withholding once, per person, per year. If the employer has a Business Privilege or Mercantile License from the Township, that license number would be used for the Occupational Privilege Tax. If the employer does not have a registration with the Township, please contact the Business Tax Office to discuss the licensing requirements and determine if an account number can be issued over the phone.

Mill Creek Park, on Mill Road, Hatboro, is home to the Upper Moreland dog park. The dog park at Mill Creek Park is located between Mill Road and the Turnpike fence only. Dogs are permitted, on leash and under owner control. Once at the dog park, dogs are permitted off leash. There are two separate areas. One is designated for small dogs, 25 lbs and under, and the other is for large dogs, 26 lbs and over. The total area of the two dog parks is just under an acre. The park is open dawn until dusk. Mutt mitt areas are provided for your use; please clean up after your dog.

All athletic fields and courts are able to be reserved by Upper Moreland based groups only. However, fields and courts are available for use when not reserved. Any group wishing to make a reservation must complete a reservation form, provide proof of insurance, and a roster of users. Upper Moreland policy states that only groups consisting of 75% Upper Moreland residents may reserve fields and courts.

Most parks are open dawn to dusk with the exception of those with lighted areas for evening play.
A catch and release pond is available for fishing for everyone. If you are 16 and over, you will need a valid PA fishing license. The pond is stocked with pan fish, small mouth bass, catfish, and other assorted fish annually in late May or early June pending weather conditions.

A traffic citation is a minimum of $129.00, however, the Township only receives 50% of the FINE which is $12.50. The remaining balance are fees assessed by the Commonwealth of Pennsylvania.

A 95 gallon recycling containers will be provided by the Township and will be distributed to each property currently receiving recycling collection by the Township’s Public Works Department. These new containers will be the only acceptable container to place your recycling materials in for collection and are not to be used for yard waste collection or the disposal of any other items. All recycling materials must be placed in the new container: boxes or other containers may no longer be used to dispose of recycling materials. Boxes must be broken down and placed in the new containers. The containers should be placed at the curb and away from parked cars with the arrows facing the street.
PLEASE NOTE: ALL RECYCLING MATERIALS (WITH THE EXCEPTION OF YARD WASTE) MUST BE PLACED IN THE RECYCLING CONTAINER PROVIDED BY THE TOWNSHIP. YOU CAN NO LONGER SET OUT CARDBOARD BOXES OR OTHER CONTAINERS SEPARATELY.
The new recycling containers have been purchased with a $350,000 grant obtained by the Township from the Pennsylvania Department of Environmental Resources. Automated recycling will allow for both a more efficient collection process and one that is safer for the Township’s workforce.
Glass, Can, Plastic and Paper Recycling: Unbroken glass bottles, clean aluminum and tin cans and #’s 1 thru 7 plastics, newspapers, computer paper, brown bags, magazines, junk mail, office paper, phone books, paperboard cartons or boxes (not wax lined), including those from beverages, six packs and those used to hold pizza or other fast food items may be mixed together and placed curbside in the recycling containers that are provided by the Township. NO OTHER CONTAINERS WILL BE ACCEPTED. No trash, cigarettes, or food/drink residue should be in bottles. No plate glass, light bulbs, mirrors, or broken glass is included in recycling (put in regular trash). Cans which contained paint, fuel, aerosol spray, oil or other hazardous materials cannot be collected. EXCLUDED: Styrofoam (includes egg cartons, clamshell containers, plates, cups and meat trays, packing peanuts), plastic films or bags, PVC pipes, CD/DVDs, coffee cup lids, straws, plastic cutlery, plastic 6-pack rings, waxed paper, waxed cardboard, coat hangers.

If a snow emergency has been declared, it will be posted onthe Township Website: www.uppermoreland.org as well as on Comcast Channel 965and Verizon Channel 41. If a snowemergency is declared, all vehicles must be removed from snow emergency routesuntil the emergency is lifted. Street signs are posted on those roadsdesignated as snow emergency routes. When a snow emergency is declared, it is done with your safety inmind. To make sure emergency vehiclescan reach people in need, snow emergency routes must be cleared of parked cars,and vehicles on the roadways need snow tires or chains. To prevent the need for people to walk in thestreet, sidewalks must be shoveled quickly.
The Township’s Public Works Department is responsible forplowing and salting the roads in Upper Moreland Township. Salting begins on primary highways as soon assnow or freezing rain starts to fall.
Plowing begins after3-4 inches of snow accumulation. Afterprimary routes are clear, plows/salt trucks proceed to dedicated secondaryroutes.

Under Township Ordinance No. 1569, §290-1, Paragraphs A& B, The owner or tenant of any tract of land upon which is erected anindustrial, commercial or business structure or building which tract of landabuts or borders upon the sidewalk of any public street, avenue or highway inthe Township of Upper Moreland shall remove the snow and ice from such sidewalkor sidewalks bordering said land by clearing a path of minimum width of fourfeet no later than the end of the first full business day after the day duringwhich the snow, sleet or freezing rain has ceased to fall. Where ice or snow isfrozen on the sidewalk or ice forms on the sidewalk from melting snow or anyother source, it shall be removed or covered with sand or salt. For the purposeof this section, a business day shall be the hours from 7:00 a.m. to 9:00 p.m.Monday through Saturday, except holidays. In the removal of snow and icemandated by this section, the owner or tenant shall not place or permit same tobe placed in or upon any adjoining property or private street withoutpermission or any abutting public street, avenue or highway. The property owneror tenant shall be presumed to be responsible for any snow or ice found in theroadway abutting his property
No. Upper Moreland Township Ordinance No. 1569, §290-3states that no person shall plow, dump or deposit any snow or ice being removedfrom any driveway or parking area onto any public street or highway or anypublic sidewalk. The property owner or occupier of the property from which suchsnow or ice is removed and which is plowed, dumped or deposited onto any publicstreet or highway or any public sidewalk shall be presumed to be responsiblefor any snow and ice found to have been plowed, dumped or deposited onto anypublic street or highway or any public sidewalk.
Under Township Ordinance 1569, §290-2, Paragraphs A & B,The owner or tenant of residentially improved land or of vacant land abuttingor bordering upon the sidewalk of any public street, avenue or highway in theTownship of Upper Moreland shall remove all snow and ice from such sidewalk orsidewalks bordering said land within 48 hours after the snow, sleet or freezingrain shall cease to fall. Where ice or snow is frozen on the sidewalk or iceforms on the sidewalk from melting snow or any other source, it shall beremoved or covered with sand or salt. In the removal of snow and ice mandatedby this section, the owner or tenant shall not place or permit same to beplaced in or upon any adjoining property or private street without permissionor any abutting public street, avenue or highway. The property owner or tenantshall be presumed to be responsible for any snow or ice found in the roadwayabutting his property.
The abutting property owner is responsible to clean thehandicapped ramp to make safe passage to the roadway pavement.
For a resident this can be quite annoying, but unfortunatelyit cannot be helped. The snow must, atminimum, be removed from the traveled portion of the road but our plow driversare requested to plow curb to curb where possible. When the Township receives a heavy snowfall,if possible, do not shovel your driveway until after the plow has gone by. If you must shovel do not throw the snow outinto the roadway as it is against Township Code. In addition you may create a hazard foranother vehicle, and if an accident were to occur you might be held liable.
The POTENTIAL for a medical emergency does not warrantpriority treatment. Anyone needing anambulance in a medical emergency should contact 911 where all necessary stepswill be coordinated.
The Township does not clean driveways for two (2) reasons:
1. There are thousandsof driveways in the Township. The taskto complete and the cost to clean all thedriveways each snow event would be insurmountable.
2. Theliability to the Township for damage to the driveway approaches is costprohibitive.
The plows are designed to ride on “guides” (shoes) thatraise the blade approximately 3/8 inch from the surface of the roadway. This is done to prevent damage to both the vehicleand infrastructure from raised manholes, catch basins or water valves. When plowing, our goal is to make residentialstreets passable; not to clear them to the bare pavement. Once the street has been plowed and salted,the interaction of the salt and vehicular traffic is required to melt theremaining snow cover. Streets with lowtraffic volumes will therefore remain snow covered longer.
The Township must remove the snow from the traveled portionof the road. On two-way streets wherethere is only parking on one side, the plow operator cannot push the snow awayfrom the parked cars into on-coming traffic. When heavy snowfalls arepredicted, residents are asked where possible not to park on the roads. This is done to reduce the chance of plowingin parked vehicles, eliminating the chance of damaging vehicles and allowingfor a more efficient plowing operation. If your street permits parking on oneside only, park vehicles on the “even” and “odd” numbered side of the steetdepending on the year. For example, in2017 park cars on the ODD numbered side; and in 2018, park cars on the EVENnumbered side.
No. Piling the snowin the middle of the circle will not get the cul-de-sac removed any quicker andwill lead to icy patches when the snow melts during the day and refreezes astemperatures drop overnight. It will also create a hazardous condition when theTownship plows come through in subsequent storms as the drivers cannot see ifchildren are playing in the snow pile.

Public Works will make every effort to pick up leaves within reach but will not go near the car. Whenever possible, please be sure cars are removed from the vicinity of the piles until your street has been vacuumed.

No, only brown biodegradable bags are permitted.
Other than a sofa bed, these items can go out with your regular trash. A sofa bed does require a permit. Permits can be obtained from the Receptionist at the Township Building (117 Park Avenue, Willow Grove, PA 19090) from 8:30 a.m. to 4:30 p.m. Monday thru Friday. The cost for a permit for a sofa bed is $30.00. The mattress for the sofa bed can be put in your regular trash either wrapped or put into a mattress bag. Mattresses and box springs must be either wrapped in plastic or put into mattress bags before being put to the curb.
Once dried up, latex (water based paint) can be put out with your regular trash. You can use kitty litter, sand or a product called paint dry. The cans can then be place out alongside your trash cans with the lids off.
Trash containers that are no larger than a 50 gallon capacity with removable lids are purchased by the homeowner. Trash cans can be purchased from any home improvement/hardware store. The Township will provide to each property, a 95 gallon recycling container. This recycling container is the only acceptable container for recycling.
Trash cans can be purchased at Home Depot, Lowes or your local hardware or retail stores. Trash cans may not be more than 50 lbs. and no larger than a 50 gallon capacity. Containers must have removable lids.

Electronics such as televisions, computers, computer monitors, printers, VCR's, DVD players, stereos or anything of that nature require a permit. Permits can be obtained from the Receptionist at the Township Building. Once a permit is obtained, these items can be put to the curb on your regular trash day.
Single-stream recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the depositor. In single-stream, both the collection and processing systems are designed to handle this fully mixture of recyclables, with materials being separated for reuse at a materials recovery facility (MRF). The single-stream option replaces the dual-stream option, which is where people separate certain recyclable materials and place them in separate containers for collection.
